This is the announcement of a combined electronic ballot for members of IDNIYRA and IDNIYRA EU, although North American and European results will be available separately. There are two proposals on the ballot. Both proposals were approved for vote at the 2023 IDNIYRA Annual Governing Meeting. The election runs from October 3 – October 17, 2023.
1. PROPOSAL TO REVISE SPECIFICATIONS, SECTION A: FUSELAGE; SECTION B: RUNNER PLANK
Over the summer of 2022, the IDNIYRA Technical Committee held six online meetings to revise the wording of the Official IDNIYRA Specifications, specifically Section A (fuselage) and Section B (runner plank).
Class members in good standing are voting on the proposed changes that were published in the September 2022 Runner Tracks.

Their main goals were to
• Incorporate the Interpretations into Official Specifications.
• Rewrite for more user-friendly wording.
• Enrich each section with a measurement guide and measurement drawings.
• Consolidate fragmented sections.
• Eliminate loopholes and grey areas by giving more precise definitions.
• Maintain specifications.
IDNIYRA class members voted to bring the proposed changed to a class vote at the 2023 Annual Governing Meeting, held during the January 2023 World & North American Championship.
2. PROPOSAL TO AMEND THE EPIC AGREEMENT ARTICLE XI, ENFORCEMENT OF THE SPECIFICATIONS.
Amend EPIC Article XI 3. to read:
3. By an official ruling of the technical committee. Such official rulings shall prevail as supplements to the OFFICIAL SPECIFICATIONS unless and until voided by a simple majority of the membership. Proposals for such a vote will be initiated in the same way a Specification Change Proposal is made, except that a ruling that is voided will be voided immediately after a vote that overturns it.
Background: This proposal was approved for ballot at the 2023 IDNIYRA Annual Governing Meeting. Refer to the 2023 AGM minutes in February 2023 Runner Tracks for more information.

There are two proposals, one is to amend the IDNIYRA Constitution, and the other is the amend the IDNIYRA By-Laws. [See February 2023 Runner Tracks]
Proposal 1: Amend the IDNIYRA Constitution
The Governing Committee supports the “Proposal to amend the IDNIYRA Constitution Article VI and Article XII” submitted by Warren Nethercote KC3786. We have not had a way to remove anyone from an elected position until this proposal. As you know, situations arise where an individual may no longer represent the best interests of an organization. This proposal will allow said persons to be removed if need be.
Proposal 2: Amend the IDNIYRA By-Laws
Proposal to amend IDNIYRA By-Laws General 1, proposed by Jody Kjoller US5435. There has been a bit of a debate about this proposal. Participants at the annual meeting amended and approved annual class dues increase to $50 US dollars. Since the meeting, there has been much discussion concerning “non-racing, dues-paying members”. There is a rather large group of our membership that no longer actively races the DN but still wants to be part of the class. There is a concern that such an increase in dues may deter this group from maintaining their class membership. Please think about this before you vote.

EARLY HISTORY OF THE IDNIYRA
On February 21 and 22, 1953 the Detroit Ice Yacht Club sponsored a
regatta to bring the DN skippers together to help form an association. A
meeting of the skippers was held at this regatta and two representatives
from each club present were chosen to outline a constitution for the association.
North Star Sail Club was represented by John Liston and Fred
Kagel; Anchor Bay Ice Yacht Club by Tom King and A. J. Walker; Detroit Ice
Yacht Club by William Sarns and Clifford Cartwright. The representatives
met at the home of the Cartwrights the following Sunday afternoon and
briefly outlined a constitution. William Sarns was elected to serve as temporary
secretary and to compose the constitution. The secretary prepared
a constitution and sent out copies to the representatives in the following
fall. They were returned to the secretary along with desired changes. The
changes that the majority wanted were incorporated and 200 copies were
printed. A copy was sent out to each individual who attended the first
regatta and others who were interested. On January 17, 1954 the Northwestern
Ice Yachting Association passed a resolution that they would accept
the DN Association’s specifications for their DN races which are now
included in their annual regatta.
On January 7, 1954 the North Star Sail Club offered to be host for the annual
regatta. There were no other offers so theirs was accepted. Sixty-two
programs were sent out on February 1 for the regatta scheduled for February
20 and 21. On February 19 the regatta was transferred to Cass Lake
because of poor ice at the North Star Club House on Lake St. Clair. The
first five DN’s in this regatta were: (1) Jack Moran, (2) Skip Boston, (3) Paul
Eggert, (4) Bill Sporer, and (5) Bill Sarns.
